Police Charge Poughkeepsie Caretaker With Endangering Disabled Girl

POUGHKEEPSIE, N.Y. -- A Poughkeepsie caretaker has been charged with putting her hand around the throat of a disabled girl, police said.

Victoria M. Garrand, a 34-year-old Poughkeepsie woman, faces charges of endangering the welfare of a disabled person, police said.

Victoria M. Garrand, 34, was arrested in Millbrook on Saturday and charged with first-degree endangering the welfare of an incompetent or physically disabled person, a Class E felony, police said.

State police were assisted by Millbrook police during the arrest, they said.

Garrand was taking care of a 12-year-old mentally disabled girl on Friday, Jan. 1, when the incident occurred, police said.

Garrand was arraigned in the Washington Town Court and released on her own recognizance, police said.
