Carl Immich, a 53-year-old Rhinebeck resident, who oversees the 200-unit Harriet Tubman Terrace Apartments, was arrested on Thursday, Feb. 11, according to Bharara and Christina Scaringi, special agent in charge of the Department of Housing and Urban Development -- Office of Inspector General.
Immich was arraigned in federal court in White Plains, Bharara said.
The indictment alleges that Immich fraudulently siphoned off hundreds of thousands of dollars of housing funds for his own use, during a four-year period, starting in 2010.
Immich is charged with one count of embezzling government property, and one count of theft of property from programs receiving government funds, each of which carries a maximum sentence of 10 years in prison, Bharara said.
According to a report in the Poughkeepsie Journal, Immich has a troubled background, including bankruptcy, failure to pay taxes, and a felony conviction for first-degree criminal contempt.
The Poughkeepsie Journal reported that it had examined federal, state, and county records and found Immich had financial and legal issues long before his arrest.
Residents of the low-income housing complex expressed surprise about the latest turn of events, the Poughkeepsie Journal reported.
