The $49.6 million general fund will see a tax levy increase of 1.80 percent and a spending increase of .1 percent. Rolison said the city saved approximately $391,000 by outsourcing its bus service to the county.
"The thrust of our fiscal plan for 2018 relies on efficiencies and reorganization that will allow us to invest in our city," Rolison said. "We will invest in new police cars, we will upgrade essential fire apparatus, and we will make a significant investment in our Department of Public Works. We can now pivot towards addressing the highly-visible and frustrating issues that affect the quality of life in our city."
Rolison announced a 10 percent decrease in sewer rates for 2018 and calls for several new positions in the Department of Public Works including a new Assistant Superintendent, a part-time Parks and Recreation Coordinator, a second sanitation inspector, and staff. Rolson said new staff will help reduce overtime costs.
Last week, Rolison said the city ended 2016 with a surplus in its general fund of $873,904, which is being used to reduce the city's cumulative fund balance deficit.
Last year, Moody’s issued a “credit positive” statement about the city’s financial condition, saying its 2017 budget signaled a move towards “structural balance”.
